Oman introduces new rules for recruiting non-Omani workers from January 2027

Date Published

Oman will implement new regulations for recruiting foreign workers, requiring licenses for recruitment offices and compliance with new obligations.

Starting January 2027, Oman will introduce a new regulatory framework to streamline the recruitment of non-Omani workers. This framework mandates that recruitment offices must obtain licenses from the Ministry of Labour and comply with specific operational conditions. The revised regulations aim to enhance compliance and ensure the rights of workers during the recruitment process.

According to Ministerial Decision No. 390/2026, which will replace existing regulations, licensed recruitment offices will be prohibited from charging candidates fees for employment. This change is intended to curb exploitation and ensure that recruitment is conducted transparently and fairly.
