Bill to ban recruitment fees for migrant workers, who often pay thousands for temporary jobs

Legislation introduced in New Brunswick aims to prohibit recruitment agencies from charging fees to migrant workers. This change is hoped to alleviate financial burdens on workers, who often go into debt to secure job placements.
Migrant workers often pay thousands of dollars in recruitment fees to secure a temporary job in New Brunswick, trapping many in debt and poverty. On October 27, 2026, the provincial government introduced legislation (Bill 6) that would prevent recruitment agencies from charging these fees. This bill aims to amend the Employment Standards Act to include a provision that specifically bans costs associated with employment or recruitment services, both directly and indirectly. Starting on April 1, 2028, recruiters will need to obtain a license, and the government may require these agencies to post a financial security as well. The legislation also aims to enhance transparency by ensuring information about employers and their registration status will be made public.
